The Maryland State Department of Education (MSDE) and Northrop Grumman will receive one of the Daily Record’s 2008 Innovator of the Year awards at an evening reception. The Innovator of the Year award recognizes Marylander’s who have the courage to make a change and the stamina to await the results.
